The Benjamin H. Flowe, Jr. International Trade Scholarship
Starting in 2026, the Benjamin H. Flowe, Jr. Trade Scholar designation recognizes the top recipient of the NCITD International Trade Scholarship. This award
This award is made possible through the generous support of NCITD member and partners at Berliner, Corcoran & Rowe and honors Benjamin H. Flowe, Jr., a widely respected leader in U.S. export controls, sanctions law and regulations.
Over a career spanning more than four decades, Ben Flowe built a nationally and internationally recognized export controls practice.
Beginning his practice in 1981 at Arent Fox, and moving on to positions at Bowman Conner, and Verner Liipfert. In 1997, Ben joined Berliner Corcoran & Rowe (BCR) and oversaw the expansion of its export controls and sanctions capacity from a one-man operation into a nationally and globally recognized practice, until he retired in December 2024. Ben was a valued mentor and colleague both to his colleagues at BCR and in the broader trade bar, known for his Southern charm and easygoing nature.
Ben also served with extraordinary distinction as a long-time member of the Regulations and Procedures Technical Advisory Committee (“RPTAC”). The RPTAC advises and assists officials at the Bureau of Industry and Security, U.S. Department of Commerce, in implementing and updating the Export Administration Regulations (“EAR”). Ben was among the government officials and TAC members who oversaw a complete re-write of the EAR in 1996, and his work on the RPTAC helped him to become an internationally recognized expert on the EAR’s arcane encryption provisions.
Since his retirement, Ben has continued his amazing and courageous fight against amyotrophic lateral sclerosis (“ALS”), a neuromuscular disease also known as Lou Gehrig’s disease.
Known for his mentorship, professionalism, and generosity toward younger trade professionals, Ben left a lasting mark on the international trade community.
The scholarship is being established by Ben Flowe’s colleagues at BCR with the hope that this award honors his legacy by supporting future leaders pursuing careers in international trade and contributing to the education of future leaders who have an interest in following in Ben’s footsteps.
