Shalala Valiyeva is an SJD candidate at American University Washington College of Law, focusing primarily on U.S. semiconductor export control regulations while also examining parallel frameworks in the EU and other key jurisdictions. Her research places these regulations on a comparative legal scale to support more resilient and secure global supply chains. A former Azerbaijani career diplomat to the United States, Shalala brings a unique global perspective to advancing equitable technology trade and national security.

How will the NCITD Scholarship help support you in your studies/prepare for your career?

The NCITD Scholarship will support my dissertation research on trade law, export control regimes and global semiconductor trade, helping me engage with trade professionals and policymakers. It strengthens my ability to contribute legal insights to ongoing efforts in securing and regulating sensitive technologies in global supply chains.

Where do you see yourself in 5 to 10 years?

In 5 to 10 years, I see myself serving as legal counsel or policy advisor focusing on export controls and strategic trade. I also aspire to teach and publish in the field of international trade law, giving back to the next generation of trade professionals.
